The political analyst pointed out Yaroslavl Forum significance in international dialogue

 Global Policy Forum 'The Modern State in the Age of Social Diversity' held under the auspices of President of the Russian Federation D.A. Medvedev in Yaroslavl on September 7-8 plays an important role in international dialogue on the most topical issues. This is the view of the Forum participant German political analyst Peter Schulze expressed in his interview to RIA Novosti. Russian International News Agency RIA Novosti is the official media partner of the Forum. ‘The Form presents and shall be a significant junction point in the international dialogue on issues and challenges of the present and the future, since there is no nation left able to meet such challenges’, Schulze thinks.
Professor of Political Science in International Relations and Russian Studies at Georg August University of Goettingen has already taken part in the Forum last year. ‘As I saw it reports and papers were too much directed to Transatlantic-Russian relations, to relations of Russia and NATO. The details of security in relations between Russia and the UN were not expressed’, - the political analyst remarked. In his view during the Forum section devoted to modernization issues the stress was laid on relations of Russia and the USA, and not on relations of Russia and Europe or Russia and Germany.
‘That is strange taking into account the fact that Germany managed to restructure the whole former socialistic territory (German Democratic Republic) and beginning from the middle of 1970ss has made huge efforts to modernize industries in such regions as North Rhine Westfalia or Baden-Wurttemberg so that they can become competitive on world market’, Schulze said. According to him German experience in this area claims high attention. Schulze takes part in the section 'Democratic institutions in multiethnic societies'. During the discussion he wants to raise the issue of modernization and role of the state in this process.
‘Such roles and positions of the state do no depend on multiethnic and religious society structures. I being a strongly convinced European and Federalist will insist on active role of the state’, he said. In Professor’s opinion ‘the state shall engage itself in social and economical problems of the country’.
‘In this case it shall act not as a repressive authoritarian state conducting processes but as a service institute providing services, assistance and making efforts, and as a legal framework providing and protecting fair part of market participants in society’, the political analyst considered.
According to Schulze Russia shall ‘put its foot down’ using technological revolution of innovations and proper policy in education and technology’. Taking into account the stock of energy and raw materials Russia has twenty years at the most. During these years the structures being the base of future economy shall appear’, he think. He considers the main task beginning from 2012 will be to pass this time without conflicts and disturbances.
‘Strengthening constitutional statehood and fight against corruption and crime are more important than jumping to well-developed parliament democracy. If Russia manages to do this, it will mean building democracy without breaks and conflicts’, he said.
